Do not send mediated alerts when there are no options for upgrade
Currently, Ebook Central will send a mediated alert via email when a user was unable to access a limited-concurrency title. This alert will be sent regardless if the ebook is available for upgrade or not.
My suggestion for enhancement is to offer an option to either 1) send the mediated request or 2) treat it as a turnaway when the title in question is not available for upgrade

I had a similar request under the improvement titled: "Mediate Request library preferences" Our issues at the University of Colorado Boulder are similar. When an ebook is not available for auto upgrade, and multiple copies need to be purchased, we want to see turnaways for the title, rather than mediated requests. There are many cases where we might not be able to purchase additional copies to satisfy the mediated requests. Communicating rejection back to patrons may be perceived harsher than a patron experiencing a turnaway.
