The Library should be able to stop patrons from Request title if the Library has purchased max amount of 1user only.

- Extended access enabled and set to upgrade automatically, but no upgraded access model is available, or the upgrade price exceeds the upgrade price limit.
Suggestion for change:
The Library should be able to stop patrons from Request title if the Library has purchased max amount of 1user only. Example: A library owns 3 copies of a 1-user copy of an ebook and the ebook is currently in use. The Library have purchased total 3user access so the Library have enough licenses according to their policies. The patron request will always be rejected. It should be possible for the Library to add max amount of copies of a 1-user copy.
We only want automatic upgrades for titles that we purchased. We only want upgrades when it´s available (1user > 3user or 3user>unlimited)
This title is not available for upgrade (1user only). The Library have purchased total 3user access so we have enough licenses.
How to stop users to “request titles”? This title will always be rejected.
