Download from Reader for Only DDA Titles
I want to enable downloading from the Online Reader only for DDA purchases (to force users to at least look at the book before triggering an STL), but allow downloading from the title page for owned/subscribed titles.

I'm just trying to improve the reader experience as much as possible. If the book is already purchased/subscribed I want them to be able to download from the title page, because that makes things a lot easier (they don't have to take the extra step of looking at the book in the online reader). But if it's going to trigger additional costs for us (i.e., it's a DDA book), I'd like to force users to do that extra step to make sure they really want the book.

There is a custom option "Read Before Download message" that we use to notify patrons they need to view the book \before downloading.
