Not quite what you're asking for, but existing functionality allows an email alert to be sent when items are added to a list.
To set this up, log in to OASIS then go to Account Settings>List Maintenance. In the 'Name' list, find Authorize Orders - simply set a frequency and add the desired email address (leave the other fields as they are).
